I am advised that Government is not
legally bound to grant to Messrs. Reed and Remedios the salaries
published in the Sterling Scheme, which was originally a
scheme for the conversion of dollar salaries with Exchange
Compensation into Sterling salaries. Messrs. Reed and Remedios
were not in receipt of compensation and were therefore not
concerned in the conversion in any way. The posts were in-
cluded as it was anticipated that in the future they might be
filled by Europeans.
Of these facts the Acting Postmaster-
General should have infomed Messrs. Reed and Remedios when
they asked him if they could join the Sterling Scheme. However,
to avoid any possibility of complaint that they were misled
by the publication of the scheme, I have offered Messrs. Reed
and Remedios a local allowance of 25% on their dollar salaries
in full satisfaction of any supposed claim arising from the
publication in the scheme of the posts they were holding, and
this offer they have accepted.
7.
I have adopted the suggestion contained
in the 8th. paragraph of your Despatch regarding the salary
of the Laboratory Assistant in the Bacteriological Department.
